This real-life case study, drawn from the files of the Texas Rangers, explores a $2 million procurement fraud and embezzlement scheme at a major public university. Presented by a former Fraud Analyst with the Texas Rangers (now Training Director with the ACFE), the session will cover:
· How the fraud was orchestrated, the key players, and how it was eventually uncovered.
· How a weak control environment created conditions ripe for fraud, waste, and abuse.
· Behavioral red flags exhibited by the perpetrator that went unnoticed by management.
This case study is relevant to professionals across multiple sectors, including fraud investigators, forensic accountants, compliance officers, risk managers, and anyone responsible for detecting and preventing fraud.
Jason Zirkle is the Training Director for the Association of Certified Fraud Examiners (ACFE). Before joining the ACFE in 2019, Jason spent 16 years as an intelligence analyst, where he specialized in complex investigations, financial crime analysis, and uncovering critical intelligence or evidence.
After serving in the U.S. Army, he became a criminal intelligence analyst with the Texas Department of Public Safety. There, he worked alongside the famed Texas Rangers, supporting cases involving fraud, money laundering, public corruption, embezzlement, identity theft, and other financial crimes. His analytical work contributed to multiple successful prosecutions and the recovery of significant illicit assets.
At the ACFE, Jason helps develop and deliver anti-fraud training to professionals around the world. He holds a bachelor’s degree in criminal justice from Texas State University and has served on the board of directors for several organizations, including the Central Texas Chapter of the Association of Certified Anti-Money Laundering Specialists (ACAMS).
Jason is a Certified Fraud Examiner, a Certified Anti-Money Laundering Specialist (CAMS), and a Certified Crime Analyst.
